This tutorial whill show you how to add an Administrator in Telegram
Click on the 3 dots at the top of your Telegram desktop App.
Click on "Manage Group"
Click on Administrators
Search the name of the person you would like to add as Admin
For example if I want to add Tracy (who is already a member of my group). And voilà!
